As China gears up to celebrate the 100th anniversary of the founding of the Communist Party of China (CPC) on July 1, one of the greatest achievements of the CPC to be highlighted is what has been widely described as an economic miracle. From a backward agrarian economy in the early days of the People's Republic of China (PRC) to an economic and technological powerhouse today, China's economic success story under the CPC's leadership has arguably become the global story of the century and the envy of the world.

The secret codes behind such miraculous achievements have also become a hotly debated topic around the world. This article will decode those codes.

Born into a poor rural family with per capita disposal income of less than 50 yuan ($7.80), the PRC, now in its 70s, has seen the income reading top 32,000 yuan as of 2020. Behind the 640-plus fold surge is the country's rapid ascent to a global behemoth in almost every aspect in an unparalleled timeframe and path.

What are the CPC's secret codes to economic success?

To answer that, the Global Times conducted an extensive examination of the CPC's economic policymaking at several critical junctions and interviewed domestic and foreign experts. Four key themes stand out.

Bold planning, effective execution

"The five-year planning is the major driving factor that boosted the Chinese economy to the No. 2 in the world. This system is effective and reliable in focusing on and predicting how the economy performs and which necessary adjustments are required to finetune it along the way," David Monyae, director of the Centre for Africa-China Studies at the University of Johannesburg, told the Global Times.

Since its beginning in the 1950s, there have been 14 five-year plans (FYP) - each marks a significant shift in China's economic policies and advances in social and economic development.

The first FYP, which started in 1953, envisioned the industrialization of China, starting the 60-plus year journey of creating an economic constellation that's being renovated every five years.

"China has led a different path than the West's laissez-faire capitalism or its so-called marketization. China maintains more compelling institutional prowess than the West," said Cong Yi, dean of School of Marxism under Tianjin University of Finance and Economics, citing the Party's strong ability to make strategic development plans that integrate short-term plans into medium and long-term ones.

After initially drawing on the Soviet Union's five-year planning experience, the CPC soon realized the limitations of the Soviet model and some of its shortcomings and mistakes, and then decided to independently explore a socialist construction road suited to China's national conditions, which, coupled with laser focus and effective execution, led to one milestone after another.

The 13th CPC National Congress in 1987 made a proposition of a three-step development strategy that envisaged doubling the gross national product (GNP) between 1981 and 1990, doubling its GNP again by the end of the 20th century and per capita GNP reaching moderately developed country levels by the middle of this century.

Buoyed by unprecedented reformist drives since the country's grand reform and opening-up in 1978, the second-step target was hit at the conclusion of the Eighth FYP (1991-95), five years ahead of schedule.

In yet another milestone, the Third Plenary Session of the 14th CPC Central Committee in November 1993 passed the decision on certain issues in establishing a socialist market economic system. With the guidance of the Ninth FYP (1996-2000), the country made good the transition from a planned economy to a socialist market economy in 2000, a prelude to its accession to the WTO in December 2001.

In the latest proof of the effectiveness of the FYP, just as planned, the alternation of the 13th FYP ended 2020 and the newest FYP starting this year is on course to deliver a victory for its first centenary goal of building a moderately well-off society on the CPC's 100th anniversary.

"The main feature of the five-year plans is the top-level design, which is holistic, macroscopic, forward looking, anticipatory and binding," Zhao Xuejun, director of the Modern Economic History of China Research Center under Chinese Academy of Social Sciences (CASS) Institute of Economics, told the Global Times.

Today, China's FYPs have become a closely watched policy document around the world as it provides a valuable window into China's economic policies and development goals.

This year, global attention was focused on the 14th FYP ending 2025, which is set to pave the way for the second centenary goal to be attained - building a modern socialist power by 2049 when the PRC turns 100.

Seeking truth from facts

However, even as China's economy advanced in an overall steady pace as planned, there were no shortages of difficulties and mistakes over the past several decades - from some early decisions and policies that were against market rules to the "decade of the catastrophe," to the blind pursuit of extensive and high-speed growth over a certain period of time.

In overcoming those challenges and mistakes, the CPC showed its ability to "seek truth from facts" - a phrase that epitomizes the Party's flexibility and ability to objectively pinpoint the problems, experts said.

That ability was highlighted in the Party's response to crises during the Great Leap Forward era, which coincided with the Three Years of Natural Disasters (1959-61) and the breakdown of Sino-Soviet Union relations.

During the period, exaggeration about production prevailed across China, being called "launching satellites," and from wheat, rice and steel, places and reports started to boast of false high productions. The economic and social campaign that aimed for a rapid industrialization to steer the-then poor economy into a modern communist society appeared to have wrong-footed the economy.

Instead of turning a blind eye to the truth, the CPC Central Committee urged maximum efforts to correct all deviations in an urgent instruction letter in November 1960 and a Party plenum in January 1961 decided on the implementation of an economic adjustment.

As the economy ran its course of adjustment at the end of 1965 and began its third FYP, the Cultural Revolution began, putting the country in "10 years of catastrophe" until 1976.

Then came another turn - the 11th National Congress of the CPC in August 1977 declared the end of the Cultural Revolution and reiterated that the Party's fundamental task was to build the country into a socialist modern power.

"The CPC has a strong mechanism of self-correction; internally it came from the democratic system of the Party, and essentially it is built on the Party's tenet of seeking interest for the people and re-juvenation for the nation," Zhao told the Global Times.

The perseverance with seeking truth comes across as building the economy's resilience that has dissolved various challenges and crises, such as the 1997-98 Asian financial crisis, the 2008 global financial crisis and the COVID-19 pandemic, into hiccups which only result in increased economic sophistication, observers noted.

In response to the crises, the CPC was able to seek truth from facts and be flexible, as well as to be free from prejudice and ideological bias, encouraging local exploration and innovation, Zhao said.

In another striking and more recent example, the Party has managed to bid farewell to an unhealthy obsession with GDP growth that regards GDP statistics as the core or even the only indicator for assessing government performance, which stoked concerns over high GDP numbers at the expense of the environment and economic imbalance.

For instance, in August 2014, East China's Fujian Province cancelled the GDP assessment in 34 counties and cities, and implemented the evaluation method of giving priority to agriculture and ecological protection.

Reform and opening-up

Just as the CPC is very swift in correcting mistakes, it is also profoundly persistent and steadfast in carrying out scientific policies - another pillar of the CPC's economic success.

The milestone Third Plenum of the 11th CPC Central Committee in December 1978 has been widely known as a starting point for the economy's 40-plus years of reform and opening-up, ushering in a transition from a class struggle-themed Party platform to a focus on economic building.

The main resistance force came from people's fear of capitalism, thinking that opening to the outside world would alchemize New China. With keen observation on the world's development in economy and science and technology, Deng Xiaoping launched the opening-up policy, pushing aside all hesitance and skepticism.

In early 1982, the Shekou industrial zone in Shenzhen was criticized by some for planning to hire a foreign business manager. When Deng learned this, he immediately applauded the decision, saying that it's OK to hire foreigners as managers and it is no traitorous behavior.

The reform of the country's state-owned enterprises (SOE) is an evocative story of the country's undaunted approach to boosting its economy.

By 1987, 80 percent of the country's state-owned enterprises (SOEs) adopted various forms of the contracted managerial responsibility system. Some enterprises even began to undertake shareholding system reforms.

In the first quarter of 1996, the country's 68,800 SOEs, as a whole, recorded their first net loss since the founding of the PRC.

After the pain comes the result. From 1989 to 2001, though the number of SOEs dropped to 46,800 from 102,300, their total industrial added value increased to 1.47 trillion yuan from 389.5 billion yuan, surging 11.67 percent annually.

Despite tremendous success over the past several decades, difficulties and hurdles never ceased to test China's commitment to the reform and opening-up policies today.

The thorn-covered yet high-yielding road to reform and opening-up, as such, was being paved as efforts to liberate thoughts and the bold push for innovation trickled in. With an endeavor to sustain liberation on multiple fronts for there to be even deeper reforms, China finally pushed through.

In 2020, China overtook the US to become the world's top destination for new foreign direct in-vestment. In the first five months of 2021 alone, China attracted 18,497 new foreign-funded firms and 481 billion yuan in foreign capital.

Self-sufficiency, innovation-driven

However, increasingly opening up to the outside world does not mean China will not mitigate seri-ous risks for its national and economic security. Since the earlier days of the CPC's leadership, self-sufficiency in many core sectors such as food and technology was a major focus, which has also become a key code to the CPC's success.

In an early sign of a self-reliant approach to development, by 1964, the self-sufficiency rate of China's main machinery and equipment had reached over 90 percent. With construction of the Daqing oilfield completed and Shengli and Dagang oilfields under development, China achieved total self-sufficiency in oil by 1965.

Since then, that quest for self-sufficiency in many areas, including technological innovation, has never stopped and has helped lift China to a world-leading global technological power in many areas - from 5G to high-speed rails, and from new-energy vehicles to space exploration technologies.

Just last week, China pulled off the country's first-ever automated fast rendezvous and docking of a manned spacecraft with China's orbiting space station core cabin, after the Shenzhou-12 manned spacecraft was successfully launched on the Long March-2F Y12 carrier rocket.

China's considerable technological prowess has already unnerved the US, which has been a domi-nant player for decades.

The CPC's focus on self-sufficiency and innovation-driven strategy was particularly notable in the country's efforts to mitigate an increasingly hostile external environment marked by a relentless attempt by the US to contain China's rise.

Even before the US' crackdown campaign, the focus on self-dependence and technological innova-tion was highlighted as the CPC convened its 19th National Congress in October 2017, where a new era of China's socialism was declared. The Party's 18th National Congress also introduced an innovation-driven development strategy.

Since then, in a series of meetings and top policy documents, the CPC has constantly stepped up efforts to pursue efficiency in a wide range of areas, from semiconductors to crop seeds.

"Against the backdrop of an intensifying China-US rivalry, China may face rising risks of high-tech blocks, supply chain obstruction, or further trade disputes. What China needs to do is focus on its own business and concentrate on overcoming the difficulties in key technologies, equipment, raw materials and design software that are being held back by Western countries, and coordinate devel-opment and security," said Zhao.

As these new challenges emerge, while China is no longer the backward, war-torn country it was 7 decades ago, challenges and risks, both domestic and foreign, remain. With the CPC's firm leader-ship and its proven successful economic policymaking, China is better positioned than ever to reach its bold development goal of becoming a modern socialist power in the coming decades, analysts said.

Tianwen-1, China’s first interplanetary expedition, has spectacularly conquered a new major milestone, with its lander-rover combination successfully soft-landing at the planned site in the southern part of a vast plain known as Utopia Planitia on Mars on early Saturday morning, Global Times learned from the China National Space Administration (CNSA).

Chinese President Xi Jinping sent warm congratulations and sincere greetings to the personnel involved in the Saturday feat.

Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, said in his congratulatory letter that this success marks a major step forward in the country’s interplanetary exploration, achieving a leap from Earth-moon system to the interplanetary one. Leaving the footprint of Chinese people on Mars for the first time marks another milestone of the country’s space industry development.

Xi also noted that the country will always remember the contributions and achievements of the participants of the mission, stressing that it is their courage to challenge and pursue excellence that has brought the country to a leading position in the world in terms of interplanetary exploration.

According to the CNSA, Tianwen-1 probe lowered its altitude from the Martian parking orbit around 1 am Saturday, before its lander-rover combination separated with the orbiter around 4 am. The lander-rover combination then took another flight of three hours before its entry into Mars atmosphere.

The Chinese spacecraft, after entering the Mars atmosphere, spent around nine minutes decelerating, hovering for obstacle avoidance and cushioning, before its soft landing on the designated landing site at the Utopia Planitia, CNSA said.

The orbiter rose and returned to the parking orbit 30 minutes after the separation, to provide relay communication for the landing craft combo, the Chinese space agency said.

CNSA underscored that it has conducted cooperation with a range of international aerospace organizations and countries including the Europe Space Agency, Argentina, France and Austria, throughout the implementation of its Tianwen-1 Mars mission.

The smooth landing of the Tianwen-1 probe marked that China has become the third nation that has achieved such a feat, following Russia and the US.

The successful touchdown of Tianwen-1 took place on the 295th day of its journey after it was launched and sent into planned orbit via a Long March-5 carrier rocket from Wenchang Spaceport in South China’s Hainan Province on July 23, 2020.

The whole entry, descent and landing (EDL) of Tianwen-1 took around 9 minutes, during which the speed of the craft was reduced from 20,000 kilometers per hour to zero, according to the China Academy of Space Technology (CAST) the developer of the lander-rover combo of Tianwen-1.

The EDL of the Chinese craft first involved an aerodynamic decelerating stage before it deployed parachute and variant thrust engine systems.

Such an aerodynamic decelerating stage reduced the craft's speed by some 90 percent, and then the parachute stage helped it further decelerate to some 100 meters per second before the thrust engine systems were turned on to enable the craft to enter a hovering stage as it reaches some 100 meters above the surface, said Wang Chuang, the chief director-designer of the Tianwen-1 probe with the CAST.

“At the hovering stage, the six instruments on board the rover, including microwave sensors to determine speed and distance and optical cameras, were started simultaneously in order to ‘search for a safer’ spot for the soft landing,” he explained.

Chinese space industry insiders told the Global Times on Saturday that although Tianwen-1 has inherited mature hovering and obstacle avoidance technology from the previous Chang’e-3,-4, and -5 lunar probe missions, there are still plenty of new challenges in its Mars landing attempt.

Currently, the success rate of humanity’s Mars landings is only below 50 percent, and most failed attempts happened at the EDL stage. “It took an extremely accurate operation of a range of technology, including aerodynamic shape design, parachute and engine, to achieve [the] soft landing on Mars. There is no room for defiance of even one second on any single system,” Sun Zezhou, the Tianwen-1 designer-in-chief with the CAST, noted.

Compared to the moon, Mars is first and foremost much further from Earth, which results in an inevitable communication delay of some 20 minutes. It means that Tianwen-1 is very much on its own in the landing process, CAST experts said.

Also, although the density of Mars’ atmosphere is only 1 percent of Earth’s atmosphere, it causes a more complicated environment for landing than a touchdown on the moon, as there is no atmosphere on the Earth’s closest celestial neighbor, they added.

“We did not have first-hand data on the Mars atmosphere… which means we were put in an entirely unknown environment. One can imagine the level of difficulty,” Chen Baichao, chief director-designer of the rover system with the CAST.

China has adopted a unique trajectory-elevation plan based on trim-wing design to resist the risks of uncertainty brought by the Mars atmosphere, according to the CAST.

Named after an ancient fire god of Chinese mythology, the 1.85-meter-tall and some 240-kilogram Zhurong Mars rover will then be deployed. It is designed to rove the planet for at least 3 Martian months, approximately 92 days on Earth.

In total, six scientific payloads – a pair of navigation and terrain cameras, a multispectral camera, a Mars surface composition detector, a penetrating radar, a mast-mounted magnetometer and a Mars climate station – were installed on Zhurong to study the topography, geology, soil structure, minerals and rock types and atmosphere in the area.

To survive the notoriously harsh sand storm on Mars’ surface, speed of which could reach 180 meters per second, about three times stronger than that of a super typhoon on Earth, Chinese engineers have developed a new material for Zhurong, enabling it to resist dust stains and shake off the dust, if any, by vibration.

Also, when the Mars rover encounters complicated situations on its drive path, Chinese scientists will conduct a simulation test on Earth with a 1:1 Zhurong model in the lab first, before they send instructions to the rover, Global Times learned from the CAST.

The technology used in the landing is based on China's successful human spaceflight and lunar missions, Andrew Jones, a Finland-based space observer who follows China's space industry, told the Global Times. "They haven't tested this altogether, but they have had the experience of dealing with these technologies."

What China is doing in the Tianwen-1 expedition is “extremely challenging and impressive,” said Jones.

  China and India should put their differences aside and join forces in fighting pandemic

 

 Now the whole world is talking about how selfish the US is regarding COVID-19 vaccines. The most developed country in the world that talks about human rights the most refuses to export vaccines to other countries that are severely hit by the pandemic. Washington is determined to let its citizens get vaccinated first before it shares vaccines with others.


More than a quarter of Americans are fully vaccinated against the coronavirus now, while about 40 percent of people in the US have received at least one shot. Not everyone wants to get vaccinated, so it is predicted that there will be a surplus of vaccines in the country after mid-May. At the same time, many developing countries are suffering vaccine shortage. In Namibia, an African country with a population of 2.5 million, only 128 people have received two doses of a vaccine until now.

The ugly "America First" doctrine on vaccines was fully revealed by the coronavirus outbreak in India. A humanitarian disaster has developed in the country. However, India's call for Washington to ease curbs on the export of vaccine raw materials was rejected. US State Department spokesperson Ned Price said Tuesday that the priority of the country is "ensuring the distribution of a safe and effective vaccine to millions of Americans, to all Americans who are able to take advantage of it." Washington also turned down calls from India, South Africa and others to waive patents on COVID-19 vaccines.

To date, the US has made almost no actual contribution to the global fight against the pandemic. As the most developed country in the world, it did a poor job in the epidemic fight, failing to contribute any positive experiences to other countries. The country imported a huge amount of supplies such as masks and ventilators that were in short supply in the world last year. Washington undermined global cooperation against the virus by attacking the World Health Organization for quite a long time. The Pfizer-BioNTech COVID-19 vaccine is Washington's most important product to fight against the pandemic. But until now it has been used primarily to protect Americans and a limited number of US allies.

"America First" is a very crude principle. It has become a practical guide to bipartisan actions in the US. The former administration of Donald Trump had both said and acted according to this principle. Although the Biden administration hasn't talked about it, it is in fact also acting in line with the principle.

Transmitted to the political center through each American constituency, the US' selfishness has formed a kind of "rightfulness" under American democracy. Meanwhile, Washington is keen to promote its idea of "human rights" to the world. It acts like it has compassion for all humanity, and surprisingly, it does not feel awkward about it at all.

The world cannot allow the US to abuse the right to define international justice. Washington has refused to share vaccines with developing countries proportionally. The world should jointly condemn it, making Washington bend its head, like a rat scurrying across the street with everybody chasing it. However, till today, the US is still arrogantly claiming it is a global moral leader. It even accuses China and Russia's efforts to share vaccines of being "vaccine diplomacy." The US has totally called white black and black white.

The US has misled and hijacked various countries' national security concept. This is where its arrogance comes from. The world is in an era of peaceful development, but US elites have successfully fanned many countries' anxieties over geosecurity, as the US is the one who has the most abundant resources to play the geopolitical game. The ongoing COVID-19 pandemic is the biggest security shock that countries have encountered in recent years, but many countries have deeply fallen into the geopolitical myth and been hijacked by Washington. Therefore, they indulged Washington's misdeeds.

India in fact has become a victim of the US tricks. India already had an economic slump before the outbreak of the pandemic. India's relations with China have been manipulated by the US so severely that even its vaccine assistance provided to other countries took China as a target. However, now India has suddenly become the epicenter of the global pandemic. It is caught in a predicament where it is unable to deal with the situation by itself, receives no support from the US, while it is too embarrassed to accept China's help.

In short, the US has caused harm to the whole world in recent years. Despite being a self-proclaimed world leader, it failed to act as a responsible power in terms of economy, security and the anti-pandemic fight. However, Washington has managed to keep the "moral high ground" and issue orders. It is fair to say that it is the world, including countries like India, that has indulged it. We are suffering a tragedy caused by ourselves.

 Should India thank US' belated aid?

Under great pressure from international public opinion, US President Joe Biden said on Monday the US is determined to "help" India. It's reported that more than 300 oxygen concentrators have been dispatched from New York on Sunday morning and are supposed to arrive in New Delhi on Monday. This was in sharp contrast with the US' negative attitude toward assisting India until last week. 

US allies including the UK, France, and Germany also announced to offer assistance to India on Sunday, which left people with an impression that Washington has coordinated with them. 

Many Indians are complaining that the US aid comes way too late and is more of symbolic significance. Several hundred oxygen concentrators are inadequate for India. What the country needs now are tens of thousands, or even hundreds of thousands. The US will immediately deploy supplies and other assistance, including raw materials for COVID-19 vaccine, to India, the White House said, following a Sunday call between US National Security Advisor Jake Sullivan and his Indian counterpart Ajit Doval. But the US will still have reservations over the quantity of material exports, and the implementation process will face challenges.   

Biden's approval rating stands at only 52 percent after almost 100 days in office, the third-lowest since tracking began in 1945, following Donald Trump and Gerald Ford. Biden is facing enormous pressure from the Republicans and some Democrats. "America First" has been deeply embedded into the values of the US and has become a red line that Biden dares not touch. 

There are two reasons for the US' strategic selfishness. First, this is the inherent nature of the US system, which is prone to amplify individual selfishness rather than restrain and counterbalance such selfishness. Second, the US has become relatively weak, and it cannot meet its "leadership role." India is a country with an enormous population. In the long run, it will cost US much more to "lead" India than any of its other allies.   

One unhealthy aspect of the global anti-pandemic fight is that science and humanitarian logic have failed to truly dominate the fight on the international stage. Geopolitical thinking has never been away from the fight. It has disrupted the pandemic fight from time to time, and even managed to play a dominating role at some moments. India has been struggling in a critical situation, but geopolitical clues are still evident in its epidemic-related information. This is regrettable. COVID-19 patients are dying in batches, but some people are still debating which country's assistance India should take and what it would mean for international relations in future. 

Whatever happens, we hope India could curb its epidemic as soon as possible. Mankind is a community with a shared future when it comes to the fight against the pandemic. As India is a large country¸ the raging epidemic in India inevitably means increasing risks for other countries and regions. How India can realize a soft landing with a lower death toll will offer useful experience for other developing countries.  

The new coronavirus variant detected in India seems to be able to ferociously spread with the approach of summer, which requires higher international vigilance. India's tsunami-like COVID-19 wave warns us that fighting the coronavirus pandemic is a long-term "world war" and many unexpected new battlefields and new battles may await us. We can never let our guard down.

Countries with a strong capability to resist COVID-19 have to assume greater responsibility. It is vital that the US joins them. The US has made little positive contribution to the global fight against the pandemic. Lending a helping hand to India can be seen as the first US attempt to play such a role. We hope it will be Washington's turning point. The US has gravely dragged the global fight against the pandemic, and it is supposed to proactively make up for it.

Since last year, the novel coronavirus pandemic has hit many countries and regions in the world, resulting in unbelievable deaths and economic losses. But some countries are still building their national security in traditional ways. This is a strategic mistake, at least to some extent. Washington has played a misleading role in this regard. In other words, if the US is drunk, many other countries may not be able to remain sober.

If WHO scientists cannot find the answer in China regarding coronavirus origins, maybe it's time for scientists to dig somewhere else and test more hypotheses to solve the mystery, Chinese scientists from the WHO-China virus tracing team suggested, after a joint WHO-China report on tracing the origins of coronavirus was released on Tuesday, which still leaves the virus origins question unanswered.

The report, generated after WHO experts visited Wuhan, the Chinese city first reporting a COVID-19 case, dismissed the "lab-leak" conspiracy theory, and recommended transmissions between animals and humans, and transmissions through frozen food, which is consistent with what WHO experts said in a February conference in Wuhan. It also suggested the 7th Military World Games, which was held in Wuhan in October 2019, two months before the first case in this city was reported, is worth digging into.

Before official release on Tuesday, Western politicians and media once again cast the report, pre-leaked to media earlier, in doubt, questioning the investigation's transparency , impartiality and the involvement of Chinese government in the writing of the report. Chinese experts in this joint team refuted such baseless claims, saying the Chinese side has provided what it could, and it is willing to assist any further origins investigation in other places since it has mature technology on virus detecting and tracing.

The report pointed to a possible path of transmission between animals and humans and transmission through frozen food. It also said that the lab-leak theory is "extremely unlikely", which is consistent with what Peter Ben Embarek, a Danish food safety scientist leading the WHO team, said in Wuhan in early February, when wrapping up the WHO visit.

The Chinese Foreign Ministry said Tuesday night it appreciates the scientific, diligent and professional spirit of the WHO-China expert team and calls for further investigation in other countries and places to trace the virus origins as it is a global task after WHO released the joint report.

Politicizing the tracing work will only seriously hamper global cooperation on virus tracing, undermine global anti-epidemic efforts and lead to more loss of life. This runs counter to the desire of the international community to unite and fight the epidemic, FM said in a statement released on Tuesday night.

The WHO report also touched upon the hypothesis of the 7th Military World Games regarding virus origins, a possibility previously raised by a Chinese epidemiologist. The WHO report said that "no appreciable signals of clusters of fever or severe respiratory disease requiring hospitalization were identified during a review of these events," but recommended a further joint review of the data on respiratory illness from on-site clinics during the games.

"The hypothesis was raised by foreign experts during our communication," a Chinese expert from the joint team's animals and environment group told the Global Times. He said that large international events need to be considered as an option during origins tracing work of an epidemic.

The Chinese expert, who asked for anonymity, said that they obtained records from the Wuhan government, which show many countries had transported food to Wuhan during the event, many via cold chain route. "But now we only have records, no samples, so it will be difficult for us to find the evidence," he admitted.
.
The scientist also said it is highly probable that the virus was transmitted via cold chain, given the fact that cold chains triggered most of the later outbreaks in China after the one in Wuhan. "But at the early stage, all eyes were fixed on animals, so not enough samples were connected in the cold chain environment," said the expert, suggesting further research in this area.

The WHO report further suggests that animals in livestock farms in Southeast Asia could be "linked to early human cases" and that further study on these farms is needed.

The anonymous expert said that given the geographic adjacency and frequent exchanges between China and Southeast Asia countries, such a proposal is reasonable.
.
"Yunnan borders Southeast Asia, and bats travel frequently, which gives rise to the possibility of passing the virus to other animals and between each other," he said, noting that a batch of pangolins, which tested positive for coronavirus, were smuggled from other countries.
.
At a Friday conference, Feng Zijian, Deputy Director-General of the Chinese Center for Disease Control and Prevention (China's CDC), who is also the expert of the WHO joint team, said that there is a virus highly similar to COVID-19 in bats and pangolins in terms of virus sequencing. However, it's proven not to be a direct ancestor, while more animal species, including minks and cats, are worthy of inquiry as likely potential natural hosts of the virus.

According to the report, data suggests that the Huanan Seafood Wholesale Market in Wuhan, where large clusters of infections were found, was not the original source of the outbreak.

"The place which saw the first outbreak does not necessarily make it the origins of the virus," another member of the joint expert team, who preferred anonymity, told the Global Times.
.
The expert said there's nothing strange about the fact that a scientific conclusion about the virus has yet to be found. On the other hand, it implies the difficulty in tracing virus origins. "Virus origins tracing work of previous large-scale epidemics was conducted by scientists in different countries and regions," said the scientist, urging global virus tracing, especially since mounting evidence suggesting that there were positive coronavirus samples found in other countries before the Wuhan outbreak.

He suggested further study of positive coronavirus samples found in human and environment before January 2020.

China has done what it can do in helping find the origins of the virus. If the answer could not be found here, maybe it's time to find it in other places, and test more hypotheses, according to the expert from joint team's animals and environment group. China is willing to assist virus origins tracing work in other places, as it has already grasped such technologies and methodologies, the expert said.

Doubt from West

Western media and politicians could not wait to fire torrents of criticism toward the report, which was leaked to some media before its publication.
.
Among the most vocal critics were US media outlets such as the New York Times and Washington Post, which questioned the report's impartiality as they hyped that WHO experts weren't given full access in Wuhan and the Chinese government exerted pressure on the UN body.

US Secretary of State Antony Blinken told CNN last week that he had concerns about "the methodology and the process," including "the fact that the government in Beijing apparently helped write it."
.
Such accusation was slammed by Zhao Lijian, spokesperson of China's Ministry of Foreign Affairs on Monday.
.
"The US kept showing its 'concerns' over the report. Is it attempting to exert pressure on WHO experts?" Zhao asked. "Please ask the experts which parts of the report the Chinese government helped them to write. Does China's facilitation on traceability research also behind-the-scenes manipulation?"

"What they needed, we gave them, including files," said the expert, explaining certain documents were restricted because it involved patients' sensitive personal information.
.
In an exclusive interview with the Global Times, Liang Wannian, team leader of the Chinese side of the WHO-China joint expert team, said that the Chinese side showed the WHO experts raw data one by one, such as the early case database and epidemiological survey forms of field use.
.
Foreign experts, including Peter Daszak, a British-born zoologist, who is president of the NGO EcoHealth Alliance in New York City, and Peter Ben Embarek from the WHO team, have repeatedly denied accusation of limited access in Wuhan.
.
Those Western countries only want WHO to pinpoint Wuhan as the origins of the virus, and better prove the virus was leaked from lab; if not, they just launched a smear campaign at China, said experts.
